With that, focus shifted from Houston to New York City, as Rutgerss Pamela Epstein presented a paper, based on the last chapter of her PhD dissertation, that traced the rise and fall of the Craigslist of its day, the personals column of the New York Herald. The ads were in fact so popular that the Herald published them on the front page.  The purpose of many, if not most, of the ads was more or less the same as that of their modern counterparts:  a little fun.  The fun became even more salacious when William Randolph Hearsts rival paper, the New York American launched a comprehensive investigation of the ads, leading one reporter to a massage parlor where a man could get many things, but not a massage.

BACLIFF The sign out front advertised that the Santa Fe Spa in Bacliff is always open. But the Galveston County Sheriffs Office said the spa it raided Tuesday was no massage parlor; it was a brothel.
Two women were arrested on prostitution charges. Galveston County Sheriffs Capt. Barry Cook said a spa customer in the business at the time of the raid and who was moon up on the bed, avoided charges and was let go.
The spa was under surveillance for about two weeks in which undercover investigators video recorded workers offering to perform sex acts for cash, Cook said.
The spa, in the 1000 block of Grand Avenue, even had an ATM in the front lobby to make transactions easier for customers, Cook said.

“Texas should have zero tolerance for having sex with kids – let’s raise our grade,” she said.
An average grade, received in part due to the leniency of our state laws she says.
Right now, proof of force is required in order to prosecute criminals accused of trafficking and she says there’s no differentiation between minors and adults for those sentenced for buying sex.
“Strip clubs, massage parlors are all a part of the intricate web that makes for human trafficking that makes for being a hub for human trafficking,” said Dr. Bob Sanborn, President and CEO of Children at Risk.

Cy-Fair is not a traditionally dangerous area, but residents and law enforcement agencies are finding they must respond to a variety of emerging criminal trends such as burglaries, illegal massage parlors and gang activities

The increase in suspicious massage parlors in suburban areas corresponds with the timing of the Houston Police Department’s decision to regulate them. HPD started investigating more of the businesses because the city passed ordinances limiting the operating hours of massage parlors to the daytime and regulating their signs.

Some businesses have been displaced to the FM 1960 corridor north of Hwy. 290. Hickman, who started a special regulatory enforcement unit to investigate illegal businesses such as massage parlors in 2009, said he has charged multiple establishments with offenses on this corridor.

Harless is working with Hickman to prevent these businesses from reopening. This January, she introduced a bill that tightens the definitions of illegal massage parlors.

BELLAIRE, Texas — A Bellaire acupuncture and massage parlor was shut down after a prostitution investigation, officials said.
Bellaire city councilman Corbett Parker said a tip led police to conduct the investigation on the business in the 5300 block of Bellaire Boulevard near Bissonnet Street. The business is in a strip center and operated as “Acupuncture by Anna Wu.”
One employee was charged with two counts of solicitation and prostitution.
When KPRC Local 2 called the business, the station was told the place was closed because it did not have a license.

Houston Massage Parlors: A blot Houston can’t erase

It has been called VIP Spa, King Spa, Montage Massage & Day Spa and now, Du Soleil — although it has no sign marking it as a massage parlor, just some curtain-covered windows in a storefront strip mall and a red and blue light declaring it “OPEN.”
On 14 visits to this non­descript establishment over the past two years, vice officers have arrested 23 women for agreeing to sex dates. Yet the Richmond Avenue enterprise is open for business – one of at least 550 massage parlors that have operated illegally in the city of Houston, according to court documents, data and public reports.
A Houston Chronicle analysis found 292 establishments have been cited by police for compliance violations, including operating without a state license, hiring unlicensed workers, operating during prohibited hours or engaging in vice crimes.
Another 260 advertise their services but don’t appear in state licensing records.

Most of the time, it’s the women who work in massage parlors who get arrested. One 29-year-old woman has been fined four times for “practicing massage therapy without registration.” She pays a $350 fine every time the court calls her in.

Houston Massage Parlors: Law enforcement leaders give update on human trafficking

Cohen added that money would only get more scarce. She said the biggest challenge facing new programs and initiatives in the next legislative session will be a lack of funds since there is expected to be $15 to $18 billion budget shortfall in the state.
Cohen said lawmakers must get creative to fund any new piece of legislation that would need money to operate, including the human trafficking law enforcement initiative.
She helped pass a $5 per customer fee every time they visit sexual orientated businesses that will go toward programs that promote sexual crimes support and human trafficking. The fee will raise over $30 million per year, she said.
Other panelists at the breakfast included Mayor Annise Parker, State Rep. Gary Elkins, Sheriff Adrian Garcia, Harris County Commissioner Sylvia Garcia, Constable Ron Hickman, State Rep. Debbie Riddle and State Rep. Senfronia Thompson, among others.
The human trafficking and illegal massage parlor problems seem to be just as bad as they were in the past despite law enforcement agencies combining their efforts.
