… HOUSTON) â Enforcement action taken at various locations
throughout the Houston area on Wednesday by members of the Human
Trafficking Rescue Alliance (HTRA) has resulted in the arrest of a man
from the Dominican Republic for conspiracy to commit sex trafficking,
the arrest of a woman for harboring aliens and the rescue of several
women from a life of prostitution, United States Attorney José Angel
Moreno announced today.
Pedro Corporan Cedano, aka Joselo, 38, a citizen of the Dominican
Republic illegally in the United States, was arrested Wednesday morning
during a traffic stop near his Deer Park, Texas, residence. A criminal
complaint filed under seal on Monday, Aug. 16, 2010, and unsealed
following his arrest, charges Cedano with conspiracy to commit sex
trafficking. According to allegations in the criminal complaint, Cedano
used several apartments in and around Houston and in Pasadena, Texas,
to promote and provide commercial sex which allegedly involved the
harboring of women illegally in the country some of whom were paying off
smuggling fees through prostitution.

Elizabeth Buford, 55, and her daughter Alicia Melchor, 31, are charged with compelling prostitution. FOX 26 News briefly spoke with Melchor behind bars Friday night. Melchor said she was being treated in the medical wing of the jail for high blood pressure. She denied forcing her daughter into prostitution. “It’s a (expletive) lie. Police said she’d been prostituting herself since she was 11. There’s no way. She’s been in and out of custody and was staying with her dad until six months ago,” said Melchor. She deferred other questions to her attorney. Investigators, though, say the two women are convicted prostitutes strapped for cash who were forcing the young girl to ‘turn tricks’ to support their drug habit. “The juvenile indicated that her mother and grandmother were assisting her in performing acts of prostitution,” said Ryan Mitchell, Harris County Assistant District Attorney. HOUSTON – Prostitution on the streets of Houston is nothing new; however, what two women allegedly did out of a southeast Houston motel takes prostitution to a new level.
Police say Elizabeth Bufford, 55, and her daughter Alicia Melchor, 31, put someone on the streets to turn tricks. Investigators say it was Melchor’s 14-year-old daughter and Bufford’s granddaughter.
Investigators say when the girl was told to go out on the streets, she would bring the john back to room #19 at the motel. That room is also where the teen also lived with her mother and grandmother.

On Tuesday, the Houston Police Department arrested Bufford and Melchor. The two women are charged with forcing a minor into prostitution. Prosecutors also say the mother and grandmother both have prior prostitution-related criminal records.

HOUSTON, TX – A recent undercover prostitution sting revealed more than the usual criminal behavior when police learned a 14-year-old girl was being sold for sex by her mother and grandmother.

“The juvenile told police that her mom and grandma forced her into prostitution,” said Donna Hawkins, spokesperson for the Harris County District Attorney’s Office. “[Melchor and Buford] were found and arrested in a nearby motel room.”
Melchor and Buford are each charged with compelling prostitution, which is a second degree felony punishable by two to 20 years in prison and a fine of up to $10,000. Buford was also charged with possession of a controlled substance.
Court records show that Mulchor has a long criminal history that includes prostitution, theft, public lewdness, burglary and drug charges. Buford has a criminal history as well, including burglary and prior controlled substance possession.

HOUSTON — Prosecutors say a 14-year-old girl’s mother and her grandmother have been charged in Houston with forcing the child to work as a prostitute.
The women, ages 33 and 55, remained in the Harris County Jail on Friday. Investigators say the mother is charged with compelling prostitution of a minor and held on $20,000 bond. The grandmother faces the same charge, plus is charged with possession of a controlled substance, heroin. The older woman’s bond was set at $35,000.
Spokeswoman Donna Hawkins with the Harris County District Attorney’s office says the teen told police that she was being forced into prostitution to help the women pay their living expenses. The two women were arrested Tuesday after the girl led officers to a motel.

But she said law enforcement and advocates in Houston are missing a key resource to help child sex-trafficking victims get away from their pimps — a safe house.
“There needs to be a place where they feel safe and can speak freely and openly,” Zack said. “There is a desperate, desperate need for it.
